RFP: Prepaid Debit Card Services

The Los Angeles County Employees Retirement Association (LACERA) is seeking proposals from qualified firms to provide prepaid debit card services that will allow LACERA to electronically distribute monthly benefit payments to participants via a prepaid debit card. LACERA invites qualified firms to respond to this RFP. The specific services requested are further described in the Request for Proposal “RFP” document.

Scope of Work

The purpose of this RFP is to identify a firm to provide prepaid debit card services for LACERA’s members. LACERA is inviting vendors to submit proposals to provide an easily accessible alternative to paper checks for monthly participant retirement and survivor benefit payments. The goals are three-fold: to provide a lower cost alternative to issuing checks; to reduce the number of monthly benefit payment checks issued by LACERA, and to create a more secure payment process in the event of a disaster that impacts the ability to mail monthly paper checks. A more extensive list related to the scope of work can be found in the Request for Proposal document.

Submission Requirements

If you are interested in responding, please submit your Intent to Respond (Attachment F) to prepaiddebitcard@lacera.com by 5:00 PM, PDT, Wednesday, August 17, 2022.

The completed proposal must be delivered to prepaiddebitcard@lacera.com by 5:00 PM, PDT, Friday, September 30, 2022. Any proposal delivered after the proposal deadline will not be considered.

Response to this RFP should be submitted as an electronic copy in PDF or Microsoft Word format via email to prepaiddebitcard@lacera.com, if the file is too large, it may be submitted on a USB flash drive). To the extent applicable, submissions should also include an electronic copy, marked “REDACTED”. The redacted copies should exclude all material from the proposal that the respondent believes in good faith is exempt from disclosure under the California Public Records Act, (California Government Code section 6250 et seq. the “Act”). Individual redactions should appear as blacked out material. Large sections, tables, or entire blank page(s) shall include the word “REDACTED” or “PROPRIETARY” inserted.

All questions, inquiries, and requests for additional information concerning this RFP should be submitted via email and received no later than 5:00 PM PDT, August 31, 2022, to prepaiddebitcard@lacera.com. All questions received and responses thereto will be posted on LACERA’s website (www.lacera.com) under the "Business Opportunities" section (follow on the website: About LACERA/Who We Are/Business Opportunities) on or about 5:00 PM PDT, September 14, 2022.
