Mr. Moore has been an appointed trustee of the Board of Retirement since December 2023. He is a member of the Insurance, Benefits, and Legislative Committee and the Audit, Compliance, Risk, and Ethics Committee.
Mr. Moore previously served on the LACERA Board of Investments (from February 2017 to December 2020) and was Board Secretary and Chair of the Credit and Risk Mitigation Committee during his term. He was also active in the Los Angeles Trustee Network. Before his service at LACERA, he was appointed Commissioner of the City of Los Angeles Fire and Police Pension Board from February 2010 through December 2014.
Mr. Moore has a long history of public service employment. He retired in December 2012, after 25 years of public administration in Los Angeles County, including: Director of the Office of Management and Budget for the Metropolitan Transportation Authority, Chief Financial Officer (CFO) of the City of Los Angeles Department of Public Works, Assistant General Manager of the City Department of Transportation, and CFO of the Southern California Association of Governments.
Mr. Moore pursues issues such as diversity and inclusion, the cost of investing, and asset manager performance on behalf of beneficiaries and participants in defined benefit public pension plans. He has presented his research and findings nationally and internationally at the Harvard Kennedy School Trustee Leadership Forum, as well as to the Committee on Workers Capital, AFL/CIO, SEIU, LIUNA, and State Association of County Retirement Systems.
